Equal competitive conditions for enterprises of industrial assembly will be created within the EAEU
The EEC Council approved the draft disposition of the Eurasian Intergovernmental Council, according to which the States of the Eurasian Economic Union (EAEU) should ensure the enforcement of Decision No.72 of the Supreme Eurasian Economic Council “On conditions for application of the term "industrial assembly of motor vehicles” on the territories of the Member States of the CU and CES” in full, and inform the EEC of the results on November 30, 2016.
Decision No.72 establishes common mutually beneficial conditions for the use of the term "Industrial assembly of motor vehicles”, including conditions for free circulation of vehicles manufactured in the “Assembly mode.” These conditions should be set out by the EAEU Member States in their legislation.
The Commission developed the regulative legal basis necessary for the practical implementation of the provisions of the documents, including administration of the free circulation of vehicles produced in the “Assembly mode.”
Legislations of the Union countries were adapted to the necessary norms. In terms of supranational competence, the Commission, together with the Member States, developed and approved the procedure for the formation and maintenance of the register of legal entities engaged in manufacture of motor vehicles in the “Assembly mode” and administration order for such vehicles. The law of the Union has now such a register, and the use of electronic passports of vehicles when implementing such administration is allowed.
