Due to the digital economy the GDP of the EAEU countries should grow by 20%
On October 27, 2016 at the conference "Digital agenda in the Eurasian Economic Union", which took place in the framework of the annual Open Innovations Forum, the draft strategy on formation and development of the EAEU digital space until 2025 was agreed. Moreover, the declaration on the need for accelerated development of the digital space of the Union was approved.
The event was attended by representatives of international organizations (UN/ESCAP - Jonathan Wong, the World Bank - Juan Navas-Sabater), expert and business community, authorities and public organizations (Ministry of economy of the Republic of Armenia - Emil Tarasyan, FAS of Russia Anatoly Golomolzin, the National Bank of the Republic of Belarus Alexander Sotnikov and others), including the members of the Working group on elaboration of proposals for the formation of the digital space of the Union. The main speaker was Karine Minasyan, Member of the Board – Minister in charge of Internal Markets, Information Support, Information and Communication Technologies of the Eurasian Economic Commission, Head of the Working group.
The conference participants discussed the draft strategy on formation and development of the EAEU digital space until 2025.
The draft strategy contains objectives, strategic orientations, potential economic effects of the digital transformation of the EAEU. Strategic orientations of the formation and development of the EAEU digital space are systematic digital transformation of the economies of the Union countries; increase seamless economic processes and service environment as a result of their digitization; creation and launch of collaborative digital tools for expansion into global markets (digital assets); reducing the economic risks; qualitative growth in the number of jobs in the digital economy; significant growth in the digital inclusion of the population.
According to preliminary estimates, contribution of the digital economy of the Union countries in GDP growth should reach 20% per year. The effectiveness of economic processes thanks to the digital transformation of infrastructures and management systems should increase by the same value.
The resulting document implies digital modernization of mechanisms for governance and integration processes, the formation of the Union’s digital market, the development of digital infrastructure and regulatory and legal support of the transformation process.
At the first phase of the implementation of strategic directions until 2018 it is envisaged to run key institutions for the development of the digital transformation of the Eurasian Union, make the necessary changes in the normative legal framework of the Union and Member States, and run key projects of digital transformation.
A draft document will be sent to the parties for discussion soon. In December it should be presented to the Presidents of the Union countries.
As a result of the conference, the representatives of the States approved the Declaration, which recognized the importance of establishing the Union digital space. The Conference Declaration expresses the conviction that the development of the EAEU digital space will enhance performance; create innovative jobs and digital assets; empower citizens, businesses and public administrations; facilitate access to global markets and increase competitiveness of micro, small and medium-sized enterprises; build a seamless economic space; improve the quality of public and supranational services provided to the Union citizens.
