On October 27, 2016 after the conference "Digital Agenda in the EAEU" held in Skolkovo in the framework of the international Eurasian Week Forum & Expo, participants declared their acceptance of the Declaration. It recognizes the importance of establishing the digital space of the Union, taking into account the opportunities and risks of implementing the digital agenda.

The declaration expresses the conviction that the development of the EAEU digital space will enhance management efficiency; create innovative jobs and digital assets; empower citizens, businesses and public administrations; facilitate access to global markets and increase competitiveness of enterprises; build a seamless economic space; improve the quality of public and supranational services provided to the Union citizens.
The Declaration is a statement about the necessity of forming a digital space, which will be handed over to the heads of the EAEU States.
Many participants of the Eurasian Week Forum & Expo cast their votes in support of the digital Declaration, placing labels on an interactive screen with the text of the Declaration. An open online voting is running in electronic form on the official site of the Eurasian Week.
