The draft Program on establishment of a common electric power market of the EAEU approved
On October 10, 2016 at the session of the Heads of the authorized bodies of the Eurasian Economic Union (EAEU) Member States, chaired by the Member of the Board - Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission Adamkul Zhunusov, the draft Program on establishment of a common electric power market of the EAEU was approved.
The Program provides for creating, by July 2019, conditions to organize both centralized bidding in electric power and trade under bilateral free trade agreements. To this end, e-systems for electric power trade under fixed-term contracts and the day ahead, as well as the information system for the Union common electric power market.
According to the Program, the Commission, together with the Member States of the Union, will develop rules for trade in electric power, regulations for access to the services of the subjects of natural monopolies in the electric power sector, rules for determining and allocating capacities of the Interstate transmission lines and a number of other instruments to regulate the market.
In the future, the draft document will be submitted to the EEC Board.
