On October 1, 2016 the Eurasian Economic Union begins trial operation of electronic vehicle passports

On September 29, 2016 the EEC Member - Minister in charge of technical regulation Valery Koreshkov took part in the demonstration of the readiness of electronic passports for vehicles (passports for chassis), self-propelled vehicles and other types of technic by the time of launching the systems in trial operation.
The demonstration took place at the site of JSC Electronic Passport, where the Director Ilya Minkin reported on the readiness for trial operation. The event was also attended by the Director of the EEC Department of technical regulation and accreditation Arman Shakkaliev, representatives of Rosstandard, Rostechnologii State Corporation, and manufacturers.


EEC Minister Valery Koreshkov noted: "The launch was made possible after the entry into force of the intergovernmental agreement on June 27, 2016, on introducing a single e-passport system for vehicles in the countries of the Eurasian Economic Union.”
According to Valery Koreshkov, creating a unified base will help ensure the strict state control over car design and its compliance with the Union technical regulations, strengthen the supervision over movements of vehicles across customs borders of the Union.
The participants noted that authorised authorities of the EAEU Member States should finish the formation of normative and legal base in the shortest possible time, which would enable issuing electronic passports by the time of bringing the electronic passports in commercial operation.
For owners of electronic passports, buying and selling cars will be greatly simplified. The common database of the automotive, agricultural, road-construction and other types of vehicles will reduce risks, for example, it will clear the common market from vehicles that do not meet safety requirements.
During the demonstration, further use and development of electronic databases of passports, the prospects of establishing an electronic procedure for the approval of a vehicle type (OTTS), including its approval and registration by the authorised public authorities were discussed.
