The EEC is updating the lists of standards and programs for the development of interstate standards for the Eurasian Union technical regulations

On October 20, 2016 the Advisory Committee on Technical Regulation, Sanitary, Veterinary and Phytosanitary Measures under the Board of the EEC reviewed a wide range of issues in this sphere. The meeting was chaired by the Director of the Technical Regulation and Accreditation Department of the Eurasian Economic Commission Arman Shakkaliev.


The meeting was attended by the members of the Advisory Committee, including the First Deputy Chairman of the State Committee for Standardization of the Republic of Belarus. Valentin Tataritsky, Deputy Director of the Department for Veterinary and Food Surveillance of the Belorussian Ministry of Agriculture and Food Aleksandr Kutsko, Head of Standardisation, Metrology and Technical Regulation of the Ministry of Economic Development and Investment of Armenia Lili Maksudyan, Deputy Head of the Federal Service for Veterinary and Phytosanitary Supervision of Russia Yuliya Shvabauskene, State Secretary - Deputy Chairman of Federal Environmental, Industrial and Nuclear Supervision Service Alexander Rybas, Deputy Head of the Federal Accreditation Service of Russia Sergey Migin, other representatives of public authorities, business communities and independent experts of the Eurasian Economic Union (EAEU).
To improve the effectiveness of the work undertaken by the subcommittees in the sphere of technical regulation, the Advisory Committee approved a new structure of subcommittees under the Advisory Committee in the following areas: technical regulations and standards, accreditation and conformity assessment, state control (supervision) for compliance with the requirements of technical regulations of the Union, ensuring uniformity of technical regulation in construction.
The EEC is updating the lists of standards and development programs of interstate standards for EAEU technical regulations The session participants discussed amendments of the Lists of standards to the technical regulations "On the safety of wheeled vehicles” and the Development Program of interstate standards to the technical regulations “Electromagnetic compatibility of technical equipment.” The decision was made to approve them and send them to the Board of the Commission.
The Advisory Committee also approved and forwarded for consideration at the session of the Commission the latest document concerning the uniformity of measurements as provided for by the Treaty on the Eurasian Economic Union - the Procedure for carrying out metrological expert assessment of the Union’s draft technical regulations and Lists of standards.
In addition, three documents were sent for consideration at the session of the Board of the Commission. They concern phytosanitary measures and are amendments to the Regulations on the procedure for quarantine and phytosanitary control (supervision) at the customs border of the Union and on the customs territory of the Union, amendments to the list of regulated products, subject to quarantine and phytosanitary control (supervision) at the customs border of the Union and on the customs territory of the Union, as well as amendments to the Procedure of laboratory provision of quarantine and phytosanitary measures.
At the proposal of Belarus and Kazakhstan, the Advisory Committee discussed a number of important additional issues: combining technical regulations "On the safety of products intended to protect the population in emergency situations of natural and man-made disasters" and "On the safety of products intended for civil defense," the status of conformity assessment applicants, the need to fulfil the requirements of the law of the Union, including suspending the validity of conformity assessment documents as well as on amendments to the EAEU technical regulations "On the safety of wheeled vehicles.”
