Priority areas of work of the National Coordination Center for Developing Economic Cooperation with the Countries of Asia-Pacific Region for 2015
The work of the National Coordination Center will focus on providing support Russian companies` promotion in the Asia-Pacific markets and assistance in attracting investment from Asia-Pacific into the Russian business projects. To implement this goal the National Coordination Center will carry out the following activities:
1. Informational, analytical and expert activities
1.1. Defining and specifying the priority areas of its work by countries, multilateral formats and spheres on the basis of consultations with its members, other interested companies, business associations as well as governmental authorities, taking into account bilateral and multilateral cooperation agenda.
1.2. Involving Russian companies, bilateral business councils and associations, as well as other interested institutions, in particular from Siberia and the Far East, into its activities.
1.3. Establishing collaboration with similar business centers in the Asia-Pacific countries, as well as centers for Asia-Pacific and regional institutions research in Asia-Pacific.
1.4. Coordinating its work with the Committee for Cooperation with Asia-Pacific Countries under the Council for External Economic Activity under the Ministry of Economic Development of the Russian Federation.
1.5. Drafting recommendations on state support of Russian companies’ business activities in Asia-Pacific region for the Ministry of Economic Development of Russia and other relevant governmental authorities.
1.6. Establishing the web-site of the National Coordination Center as a main information source on business cooperation with Asia-Pacific and resource for stimulating trade and investment with Asia-Pacific countries and cooperation with multilateral fora. The web-site available in Russian and English will provide information for Russian business community on cooperation perspectives with Asia-Pacific and for Asia-Pacific business community on investment perspectives in Russia, thus promoting a favorable climate for successful business development in Russia and Asia-Pacific countries, increasing competitiveness and consolidating positive reputation.
1.7. Carrying out of scientific research meeting the needs of the Russian business, such as: analysis of Asia-Pacific markets, search for possible niches for Russian companies` products, identification of the most perspective cooperation areas. The plan of research will be developed according to the National Coordination Center members’ requests. Research and expert institutions will be involved on a competitive basis.
1.8. Carrying out research that cover the whole region or several Asia-Pacific countries, for example, a complex study of the biggest integration projects in the region, including Regional Comprehensive Economic Partnership (RCEP), Trans-Pacific Partnership (TPP) and Pacific Alliance, and analysis of economic effect of possible accession to the Asia-Pacific free trade zone.
1.9. Interaction with the Russian Center for APEC Studies on:
- Preparing analytical and informational materials on Asia-Pacific economic development trends on the whole and APEC current activities in particular.
- Holding joint round tables on various key APEC themes in a “science – business – state” format.
- Elaborating and promoting joint initiatives on the main APEC track taking into account the existing APEC protocol.
- Supporting Russian projects in APEC.
2. Multilateral cooperation
2.1. Cooperating and elaborating a common position with the ministries and other authorities in charge of coordinating work in multilateral Asia-Pacific institutions. Engagement with governmental authorities aimed at reflecting at most the interests of business in Russian proposals to the agendas and decisions of these institutions.
2.2. Working with countries chairing Asia-Pacific multilateral institutions in 2015 on the priorities of these institutions (APEC – Philippines, ASEAN – Malaysia, Greater Tumen Initiative – Korea). Analyzing the interests of the Russian business in implementing the priorities and engaging in the activities of these institutions. Organizing the discussion and coordination of Russian businesses’ positions on draft documents and decisions of multilateral institutions. Promoting the inclusion of the priorities of the Russian business into the Asia-Pacific business agenda.
2.3. Coordinating the elaboration and promotion of the Russian businesses` positions on economic cooperation and trade issues within international fora in Asia-Pacific.
2.4. Collaborating with the working bodies of business and interstate fora, in particular Asia-Pacific Economic Cooperation (APEC), Association of Southeast Asian Nations (ASEAN), Economic and Social Commission for Asia and the Pacific (ESCAP), Greater Tumen Initiative (GTI), etc.
2.5. Establishing contacts with Mongolian business structures responsible for organizing business events at the ASEM summit, promoting the participation of a broad Russian delegation in these events.
2.6. Cooperating with the Russian members of APEC Business Advisory Council (ABAC) and APEC Secretariat for promoting the interests of the Russian business in this forum. Promoting the appointment of Russian representatives as chairs and co-chairs of the ABAC working groups (Russia is the only APEC member whose representatives do not chair or co-chair any ABAC working groups).
2.7. Supporting the complementarity and coordination of efforts of all companies, organizations and governmental authorities, participating in APEC work on National Coordination Center`s priorities.
2.8. Engaging with foreign partners involved in business formats within Asia-Pacific multilateral institutions for promoting common priorities and projects.
2.9. Analyzing the perspectives of Russian businesses participation in the ESCAP`s Business Advisory Council (EBAC) and more active engagement in the GTI Business Advisory Council ((BAC GTI)).
3. Bilateral cooperation
3.1. Promoting the appointment of National Coordination Center`s representatives as members of intergovernmental commissions, business councils, joint working groups, associations and other permanent and temporary interstate bodies responsible for cooperation with Asia-Pacific countries.
3.2. Participating in the formation of delegations of entrepreneurs participating in the official state visits and working trips of the President of Russia, Prime Minister of Russia and his deputies, and Russian ministers to Asia-Pacific countries.
3.3. Promoting the participation of National Coordination Center`s members in business missions organized by the Ministry of Economic Development of Russia in Asia-Pacific. Stimulating other Russian companies to participate in business missions.
3.4. Promoting the participation of Russian entrepreneurs in business fora held in Asia-Pacific countries or devoted to this region: Boao Forum for Asia (China), World Economic Forum on East Asia (Indonesia), Northeast Asia Economic Forum, Latin Asia Business Forum (Singapore), Asia Business Forum (London), Asia Economic Forum (Cambodia), Pacific Economic Cooperation Council.
3.5. Providing PR, marketing and informational support for Russian business in Asia-Pacific.
